The National University Research Council, founded by Romanian Government in 1994, is one of the key actors of the Science & Technology Governance in Romania, acting as consultative body of Minister of Education and Research. CNCSIS manages the national research grants system and human resources development programme - part of the National Programme "Research of Excellence".

The Executive Agency for Higher Education and Research Funding (UEFISCSU), public body of the Central Administration, is the handling agency both for National University Research Council and the National Higher Education Funding Council.

CNCSIS - UEFISCSU are under the ultimate authority of the Ministry of Education and Research.
